There is no prior planning and no evidence of patterns of behaviour or thought that might lead the behaviour to recur. The second level is where someone does have attitudes and beliefs that support the harmful behaviour but they are unlikely to act on them unless other circumstances are in place and they do not seek to create those circumstances.
At the third level the person has more strongly entrenched beliefs and attitudes and is led by them to seeking out opportunities to act on those beliefs. More of their time and energy is bound up in the harmful behaviour they are likely to have fewer pro-social alternatives available to them.
Someone at level 2 will not seek out peers in order to be able to offend, but may be influenced by peers they encounter. At level 3 they are likely to be seeking out such peers or other opportunities including grooming potential victims.
Level 4 is to some extent a matter of degree they are likely to have much more invested in the harmful behaviour which constitutes a very often the most significant part of their lives they will seek out opportunities as above but will more actively set out to create them and may lead others.
